Department of Justice / ATF, San Juan: a federal grand jury returned a three-count indictment charging Jean Paul Rivera-Vega, Christian Sebastián García-De Jesús, and Misael Costales-Soto with conspiracy to engage in illegal firearms trafficking and engaging in the business of dealing firearms without a license. Costales-Soto also faces false statements during a firearm purchase. Acting U.S. Attorney Héctor Ramírez-Carbó. AUSAs Evangeline Dech and Pedro Casablanca. ATF is on the case. An indictment is an accusation. All three are presumed innocent.
Court papers: the scheme alleged from a date unknown but not later than Sept. 18, 2025. Rivera-Vega and Costales-Soto bought from federal firearms licensees while claiming they were the actual buyers. April–December 2025: Rivera-Vega purchased 144 firearms from FFLs and private sales; about 16 recovered; 128 whereabouts unknown. December 2025–July 2026: Costales-Soto about 24; about four recovered; 20 unknown. Combined: about 168 bought, about 20 recovered, about 148 still unaccounted. Rivera-Vega allegedly sold for profit, including to García-De Jesús, who lacked a valid Puerto Rico license and allegedly resold. Coordination alleged on WhatsApp. We will not invent a street name for the 148.
If convicted: up to five years on the trafficking counts, ten on the false-statement count. A maximum is not a sentence. The 17 cocaine case already ran. Do not smash the two San Juan files.
