Governor Josh Green, Friday Sept. 25: President Donald Trump approved Hawaiʻi’s request for a pre-landfall Presidential Emergency Declaration for 2026-43 Tropical Cyclone 15E, now Hurricane Nolo. FEMA, posted Saturday: federal disaster assistance is available to supplement response beginning Sept. 23 and continuing. The counties named are Hawaiʻi, Maui, Kauaʻi, and the City and County of Honolulu. Assistance is Public Assistance Category B, including Direct Federal Assistance, at a 75% federal cost share. Hirokazu Toiya is the Federal Coordinating Officer. A declaration is not a landfall we watched.
Green: the approval lets the state and counties act before conditions deteriorate. He named flooding, mudslides, damaging waves, and disruptions, particularly on Hawaiʻi Island and Maui. NWS, in the same release: a Hurricane Watch for Hawaiʻi Island; a Tropical Storm Watch for Maui; up to 25 inches of rain possible on Hawaiʻi Island Friday and Saturday. Star-Advertiser Saturday: Nolo was a Category 2 Friday evening, 105 mph, about 145 miles south of South Point, turning west to pass farther south of the smaller islands.
