U.S. Department of Justice, Wednesday: Paul Richard Randall, 67, Orange, California, sentenced to 30 years in federal prison for a Medi-Cal scheme that filed nearly $270 million in false claims in 11 months. Restitution: $178,746,556.22. Claims: at least $269,120,829. Paid: about $178,746,556. The Central District of California called it one of its highest health-care-fraud sentences.
He pleaded guilty in April 2026 to one count of wire fraud. The government has seized about $126.5 million — $111 million in bank funds and securities, nine luxury cars ($1 million), nine properties ($13.5 million), more than $1 million in sports memorabilia. Plea papers also listed $17 million-plus in accounts, three vehicles, seven properties, memorabilia.
How, per court papers: Medi-Cal had paused prior authorization while it moved payment systems. Randall, pharmacist Kyrollos Mekail, 38, Moreno Valley, and nurse practitioner Patricia Anderson, 59, West Hills, billed high-reimbursement non-contracted generics through Monte Vista Pharmacy — pain creams, Folite vitamins. One meloxicam 5 mg script billed about $13,424; the same generic is often $5 to $25 for a 30-day supply in a larger dose. Drugs were often unnecessary, often not dispensed. Kickbacks to marketers for beneficiary lists. Anderson signed pre-filled scripts without meeting patients. May 2022–April 2023. Randall did it while on release in a separate tax case.

What this means for you
If you pay California taxes, this is why prior authorization exists. If you only read “indicted” this afternoon, this is the other verb: sentenced. If you needed a non-weather breaker, the DOJ put a number on it.
Bottom line: 30 years. $178.7 million restitution. $126.5 million seized. The pause in the paperwork was the open door.
