Bangor Daily News, citing a probable-cause affidavit in U.S. District Court in Maine: Terry Liu, 39, of Calais, a U.S. Customs and Border Protection supervisor at the Calais port of entry, is charged with one felony count of theft of government property and one felony count of destruction of government property. He was arrested Wednesday. He is in U.S. Marshals custody.
The affidavit: at least 46 computers were modified without approval, starting in late 2025. IT noticed on Dec. 19. A camera put in on Jan. 6 captured him appearing to pull hardware on the midnight shift, before 2 a.m. Count of swaps: 39 CPUs, 6 RAM modules, 8 hard drives. Some machines had more than one change. Credit-card records showed a $600 trade-in credit in early 2026. Emails from the online buyer offered at least $2,660. Cost to replace the parts: nearly $21,000. Cost to replace the computers: at least $105,000.
If convicted, each count carries a maximum of 10 years in prison and a fine up to $250,000. That is a ceiling, not a sentence. The charges do not allege he acted for a foreign government. We will not type that in.
