U.S. Attorney’s Office, District of Puerto Rico, announced Sept. 17: a federal grand jury returned an indictment September 1 charging 17 people with conspiracy to possess with intent to distribute and distribute controlled substances. Prosecutors say that beginning November 2022, the defendants conspired to distribute five kilograms or more of cocaine for financial gain, using commercial air through Luis Muñoz Marín International Airport and shipments through the U.S. Postal Service to the mainland. Acting U.S. Attorney Héctor Ramírez Carbó described those charged as organizers, recruiters, and couriers. HSI led, with DEA and FBI. HSI Acting Special Agent in Charge Yariel Ramos: “To those who believe they can use our airports and postal systems to traffic illegal substances: let these arrests be a warning.” Five kilograms is the quantity in the charge. It is not the government’s estimate of everything moved over the life of the conspiracy.
Named in the charging paper include Francisco J. Sánchez-Roque (“Chuleta”), John O. Espinal-Zorrilla (“Taker”), Humberto Mercedes-Ruiz (“Brujo”), and 14 others. If convicted on the drug counts, a mandatory minimum of 10 years and up to life. A mandatory minimum is not a sentence until a judge imposes one. The defendants are presumed innocent.
July 2025’s separate 17 at the same airport is a different case. We will not smash them. We will not file the Metairie CSAM docket.
What this means for you
If you needed this morning’s Memphis haul, it still happened. If you needed this afternoon’s unused crime, it is 17 charged and five kilograms alleged. If you needed a guilty, it is not on this paper.
