ABC News, Lauren Peller, Sept. 16, 6:41 p.m. ET: the House passed a Russia and Iran sanctions bill championed by the late Sen. Lindsey Graham, sending it to President Donald Trump’s desk. Final tally: 262–159. CBS News: 58 Democrats voted yes. Seven Republicans voted no. It was the final day the lower chamber is in session before lawmakers leave until after Election Day. A pass is not a signature. We will not type the bill into law until he signs it.
CBS: the title is the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. It allows the president to impose tariffs of up to 100% on the top five purchasers of Russian oil or natural gas, with exceptions for countries that import less than 15% of their natural gas from Russia and are taking “significant” steps to cut those imports. It also includes sanctions on Vladimir Putin, officials, oligarchs, and Russian banks. At Trump’s request, it extends sanctions on Iran’s energy and weapons sectors. The president may waive if he certifies a national-interest case to Congress. Authority is not a tariff already on a Chinese or Indian cargo.
The Senate passed it 86–11 in August. House Democratic leaders had argued the current form “would do more harm than good,” CBS said, because it expands Trump’s tariff authorities. CLARITY cloture already failed 49–50; that is a different bill. Speaker Mike Johnson canceled Thursday’s votes, CBS reported separately. A recess is not a veto.
What this means for you
