Required for majority: 3/5. That is 60. They did not get it. The clerkโs question was whether to begin debate, not whether to send a bill to the president.
CBS News: the measure fell short of 60, with all Democrats and four Republicans opposing. The Senate roll: Republican nays include Susan Collins, Josh Hawley, Jerry Moran, and Thom Tillis. Independent nays: Angus King, Bernie Sanders. Chris Coons did not vote. CoinDesk: 49โ50, short of 60. A House-passed bill that cannot start Senate debate is not law. It is not a CFTC rule.
