White House, Sept. 22: President Donald J. Trump joined Danish Prime Minister Mette Frederiksen and Greenland Prime Minister Jens-Frederik Nielsen to sign a trilateral Arctic security agreement at the U.N. General Assembly in New York. Trump: the paper gives the United States “permanent control over security and all other needs on that territory.” He added no U.S. adversary will be permitted a military presence in Greenland, or a sensitive investment, “without our express written approval.” A quote is not a deed.
CNA / the released text: the paper amends the 1951 Defense of Greenland treaty. It is not annexation. Pituffik Space Base already exists. The deal opens two new military sites: Narsarsuaq, a former Cold War airbase, and Mestersvig, used by Denmark’s Sirius dog-sled patrol. Trump, in the U.N. speech: “two very major military bases.” The text also allows a “Golden Dome” defense system. It has no end date. U.S. aircraft and vessels get broad access. Non-NATO states are barred from military installations. Foreign investment in sensitive sectors is restricted. CNA: about 57,000 people live on the island.
Danish Foreign Minister Lars Løkke Rasmussen, via the White House readout: full respect for the sovereignty and territorial integrity of the Kingdom of Denmark and the Greenlandic people’s right to self-determination. Frederiksen: a deal that can “last forever.” Nielsen: Greenlanders remain a steadfast friend; NATO must stay strong in the Arctic. The White House legal text: the agreement enters into force on a diplomatic note after parliamentary procedures in Denmark together with Greenland. Signed is not in force. In force is not a purchase.
