USA Today, Saman Shafiq, Monday 12:29 p.m. ET: President Trump restated a promise to pay every adult U.S. citizen $5,000 if Republicans retain control of the House and Senate in the Nov. 3 midterms. In a Saturday, Oct. 3 Truth Social video: “If Republicans win the House of Representatives and the Senate in the 2026 Midterm Elections, I’m going to give all Adult Citizens in the United States of America $5,000.” “I look forward to signing those checks!” He first floated the “Trump dividend” at the RNC’s Dallas midterm convention last month, with the money to be spent in the United States. A video is not a bill. Nov. 3 has not been counted.
Same USA Today file: the clip did not say who would authorize the payments or where the money comes from. Sending $5,000 to about 270 million adults would cost roughly $1.3 trillion, USA TODAY previously estimated. House Speaker Mike Johnson, on NBC’s Meet the Press: Republicans would “try” to implement it; “We’re going to process that in Congress and figure it all out.” Rep. David Schweikert, R-Ariz., told Reuters he would throw “everything of my heart and soul” into stopping it. Rep. Jamie Raskin, D-Md., called it a “political bribe” and said Congress controls federal spending. Morning already filed the unused $90 one-time Part B rebate, 20.8 million, Advantage out. We will not reprint that CMS clock as first-day news. $5,000 is not $90.
