Reuters, Patricia Zengerle, Washington, Sept. 17, 4:49 p.m. UTC: House Democrats said they had introduced a resolution of disapproval seeking to block President Donald Trump’s civil nuclear agreement with Saudi Arabia from coming into force. The four: Rep. Gregory Meeks of New York, ranking Democrat on Foreign Affairs; Brad Sherman and John Garamendi of California; Don Beyer of Virginia. House Foreign Affairs Democrats dated the statement Sept. 17. Congress.gov: H.J.Res. 217, introduced Sept. 16, referred to Foreign Affairs. An introduction is not a roll call.
Trump sent the proposed agreement to Congress in August, Reuters: a 90-day window for review. Under Section 123 of the Atomic Energy Act of 1954, agreements for peaceful nuclear cooperation automatically go into effect after 90 days if Congress has not passed a disapproval resolution. Democrats and nonproliferation advocates: the pact does not bar Saudi Arabia from enriching uranium or reprocessing nuclear waste. The UAE agreed to those “gold standard” limits in its 2009 deal. The four Democrats: “A region already gripped by conflict and escalation does not need another nuclear power.” They cited a 2023 MbS line that if Iran obtains a nuclear weapon, Saudi Arabia must obtain one as well. A 2023 interview is not a 2026 enrichment plant.
The Trump administration says the deal has the nonproliferation measures required by law. It is not clear whether Saudi Arabia will get the deal without normalizing relations with Israel. Trump has said the pact will only go into effect if Riyadh does so; congressional aides told Reuters there is nothing in the agreement addressing that issue. Members have also called for classified side letters to be made public. The 30-year deal calls for AP1000 reactors, a project worth tens of billions that would benefit Westinghouse, jointly owned by Cameco and Brookfield, Reuters said. Tens of billions is a project size, not a check cleared.
Speaker Mike Johnson sent members home until after the November 3 midterms. Reuters: no nuclear-cooperation disapproval has ever successfully passed. A recess is not a veto. We will not invent a House tally.
