Reuters, Jonathan Allen and Steve Gorman: U.S. Immigration and Customs Enforcement officer Christian Castro was taken into custody Wednesday by the Minnesota Bureau of Criminal Apprehension in downtown Minneapolis and booked into Hennepin County jail on an outstanding arrest warrant. The case is eight months after a Jan. 14 confrontation. He is due for a first state court appearance Thursday. We will not invent that hearing.
Prosecutors: Castro shot Julio Cesar Sosa-Celis, a Venezuelan national, in the leg through the door of the man’s apartment while children were inside. Minnesota charges include assault and false reporting of a crime after Castro allegedly told DHS superiors that Sosa-Celis and others attacked him with a snow shovel and broom — disproved by video, Reuters said. A federal indictment in McAllen, Texas, charges making false statements. Reuters: the first Justice Department prosecution of a federal officer for wrongdoing from Operation Metro Surge. That operation, Reuters noted, saw fatal shootings of two U.S. citizens by federal agents in later clashes. Those deaths are not this shooting.
Castro had been released on bond from federal custody earlier this month after an initial Texas appearance. Lawyer Daniel Gerdts: under an agreement he drove from Texas to turn himself in at the attorney’s office but was arrested minutes before he arrived. Lawyer Rolando Cantu: he wants his day in court; he disputes claims he might flee to Mexico. Gov. Greg Abbott had refused to sign Minnesota extradition papers; Castro spent 90 days in a Texas jail, was released Aug. 27, then re-arrested after the federal indictment. DHS has suspended him. Hennepin County Attorney Mary Moriarty: “Governor Abbott’s attempt to shield Mr. Castro from accountability has failed.” A booking is not a verdict. Defendants are presumed innocent. 988 if the shooting talk sits too heavy.
