Rafael Grossi, after opening the IAEA board: “The best, shortest way for a positive outcome is for Iran to engage with us.” If Tehran starts a serious dialogue and inspectors get access, he said, he can “guarantee” very positive repercussions. Asked whether a Security Council referral is the right move, he ducked the vote: “My job with Iran continues, irrespective of the resolution.”
The paper is still the paper. AFP has seen a U.S., Britain, France, Germany draft asking Grossi to transmit this resolution — and earlier ones — to every member, the Security Council, and the General Assembly. Diplomats still say it has not been formally submitted. Expected this week if the text gets a number. Iran’s mission to the UN, on X: a “new desperate action” that would bring “no benefit.”
Monday’s opening statement is the why: no information, no in-field verification at declared sites since the June 2025 strikes, continuity of knowledge gone for more than a year on LEU and 60% HEU. He called that a serious proliferation concern. He also swatted the war-zone excuse by pointing at Ukraine, where inspectors still work.
A referral is not a bomb. It is a folder that goes to New York, where Russia and China can veto. Hormuz is already the leverage Tehran is using. Saturday’s hulls and Rezaei’s restricted zone are the same week as this hallway.
What this means for you
If you wanted a vote overnight, you do not have one. If you wanted Grossi to campaign for the referral, he would rather have the keys to the sites. If you only read one phrase, read irrespective — the inspectors will still want in after the show of hands.
Bottom line: engage, he says. Refer, the draft says. Desperate, Tehran says. The board is sitting. The gavel has not.
