
Vienna has a calendar. Tehran has a grievance.
Bloomberg, Wednesday: Iran accused the United States and Israel of wrapping military strikes on nuclear sites in the legal language of IAEA inspectors. The 35-member board is expected today to debate a U.S.-sponsored resolution that would refer Iran back to the U.N. Security Council for a lack of transparency on its atomic work.
That is a debate, not a gavel. Diplomats have said for days the U.S./E3 draft was still under negotiation and not formally submitted. We will not type “filed” until a diplomat or the agency says it hit the table. We will not type a vote count that does not exist.
Rafael Grossi already told you the job continues “irrespective of the resolution,” and that the shortest path is access. Iran’s mission called a referral a “desperate action.” Baghaei said Tehran would take “necessary measures” if the West pushed it. Overnight, CENTCOM said it destroyed five Iranian tankers. That is the weather the board is walking into.
Even if the board passes a text, Russia and China can still kill whatever lands in New York. The last similar push stalled in June.
What this means for you
If you needed a Security Council crisis this morning, you have a debate on the schedule. If you needed inspectors in the halls, you still do not have them. If you needed oil to ignore Vienna, oil is watching Hormuz instead.
Bottom line: Wednesday is the debate. The draft is the weapon. The vote is not in this post.
