IRS Criminal Investigation, Thursday Oct. 8, with U.S. Attorney Joseph Nocella Jr., Eastern District of New York: Damaris Beltre, 59, a former tax preparer in Freeport, New York, was sentenced that day in Central Islip by Judge Sanket J. Bulsara to 48 months in prison. She had pleaded guilty in January 2026 to two counts of wire fraud and one count of aiding and assisting in the preparation of false tax returns. At the plea she also admitted defrauding the Small Business Administration with false COVID-aid applications. The judge ordered restitution of $11,629,000. 48 months is not Meadows’s later date. $11,629,000 is not Meadows’s $3.6 million paid.
Same IRS file: from about January 2021 through April 2024, Beltre prepared and supervised false individual returns — false dependents, COVID-19 credits, motor-fuel credits — that the IRS said produced nearly $11 million in improper refunds and several million more in taxes not collected. Clients paid more than $1 million in fees, including a cut of refunds. One undercover hire, April 2023: an accurate return would have owed about $205; the return she filed claimed a refund of more than $14,243; she charged $2,200. Separately, from about April 2020 through July 2022, she filed false payroll reports and returns to obtain Paycheck Protection Program loans totaling about $1 million, used, the office said, for personal debts, a home in the Caribbean, a car, and jewelry.
