Vienna opens in the morning.
The IAEA Board of Governors meets September 7โ11. Diplomats say the United States, Britain, France, and Germany want a resolution reporting Iran to the U.N. Security Council โ first time in 20 years. The text Reuters and AP have seen asks Director General Rafael Grossi to send this resolution and earlier ones to every member, the Security Council, and the General Assembly. It repeats the demand that Iran fix non-compliance so the agency can verify the โcorrectness and completenessโ of its declarations.
The draft is not formally submitted. Wording is still being argued. When those four powers have tabled Iran resolutions in recent years, they have passed the board. Passing the board is not the same as punishing Tehran. Russia and China hold vetoes on the Council. Concrete Council action is unlikely. The referral is the political sentence.
Why tomorrow is louder than Friday
The board found Iran in non-compliance in June 2025, a day before U.S. and Israeli strikes on nuclear sites. Inspectors still do not have the access the agency says it needs. A Western diplomat told AP the delay was for a last diplomatic push; communication has now dried up. Saturday: three Iranian hulls. Sunday: Ghalibaf said the โproportionateโ phase is over.
We filed the draft when it leaked. This is the night-before: the room exists, the vote is the week, the tankers are already on the water.
What this means for you
If you watch oil, Vienna is a headline risk on top of $96 Brent, not a new barrel. If you watch the war, a Council letter is a document, not a ceasefire. If you only read one date, it is September 7.
Bottom line: the board sits tomorrow. The referral is the ask. The veto is the math.
