Rafael Grossi told the IAEA Board of Governors on Monday that the agency has neither received information from Iran on declared nuclear material and facilities nor had access to those sites for in-field verification. Therefore, he said, the agency could not discharge its safeguards responsibilities under the NPT agreement at declared facilities.
He went further. Because of that gap, he is unable to report on how Iran is implementing relevant U.N. Security Council resolutions or the boardโs own resolutions from November and June. More than a year, he said, since the agency lost continuity of knowledge on previously declared inventories of LEU and HEU enriched up to 60% U-235 at the sites hit in June 2025.
โThe Agencyโs lack of information about these facilities and associated nuclear material and our inability to conduct verification activities at these facilities is a matter of serious proliferation concern. The situation needs to be rectified with the utmost urgency.โ
He called on Iran to engage so full safeguards can run. โA return to diplomacy and negotiationsโฆ is imperative.โ After the speech, at a press conference, he rejected the line that inspectors cannot work in a war zone โ pointing to Ukraine, where they still have.
What is still not a vote
The United States, Britain, France, and Germany still have a draft asking Grossi to transmit Iran to the Security Council. Diplomats say it is not formally submitted. Russia and China can veto whatever lands in New York. Saturdayโs hulls and Sundayโs โmore painfulโ line from Tehran are the same weekend as this paper war. Grossi is not the referral. The 35-nation board is, if the text gets a number.
What this means for you
If you wanted a Vienna headline, it is blind, not voted. If you trade oil, Hormuz is already the leverage Tehran is using. If you only read one phrase, read continuity of knowledge. That is inspector-speak for: we cannot swear the inventory is still the inventory.
Bottom line: a year without eyes. A draft still in the hallway. The board is in the building. The vote is not.
